A. Vavilov, Academic Director of IFS, joined the Center for Research on International Financial and Energy Security (CRIFES) as a Scientific Advisor. The Center is doing cross-disciplinary research in the fields of economics, energy studies and ecology. CRIFES is established as an effort of Penn State University together with researchers of IFS and Brookings Institution. The directors are Dr. Barry Ickes and Dr. Robert Marshall. Clifford Gaddy of Brookings and Georgy Trofimov of IFS will be key research fellows and Scientific Advisors.

Andrey Vavilov congratulated students at the 'Golden Folio' creative bookbinding studio of the V. G. Belinsky lyceum No. 1 of Penza on their victory at the 'Talented Children 2008' Moscow International Forum. The winners were awarded certificates of honor and memorable gifts. April 28, 2008 Andrey Vavilov took part in the meeting of the Interaction Council of the Council of Federation of Russia's Federal Assembly with legislative (representative) government agencies of Russian regions (Council of Legislators) held in the Penza region Legislative Assembly building.
The meeting tackled governmental and civil society interaction to protect children's rights and render support to families throughout the Russian Federation.

The 260^th seating of the Council of Federation of the Federal Assembly of Russia considered the issue of confirming Council of Federation members' tenures of office and dismissals. The Council of Federation confirmed Andrey Vavilov's appointment.
