Vavilov jointly with nine Council of Federation members - Ratmir Aibazov, Boris Agapov, Farkhad Akhmedov, Yuri Biryukov, Amir Gallyamov, Ramil Iskuzhin, Mikhail Kapura, Anatoly Lyskov and Musa Umarov - works out and submitted for Russian State Duma's consideration a bill On Amending Certain Legislative Enactments of the Russian Federation in Connection with Establishment of Two-Level Higher Education.
