Activities at the Council of Federation

Andrey Vavilov was member of the Federation Council of the Federal Assembly of Russia, a representative of the Penza region state legislative (representative) body, since 2002 till March 2010.

Until January 2008, Mr. Vavilov was member of the Federation Council Committee for Legal and Judicial Issues. From 2008 he has been member of the Federation Council Budget Committee and Federation Council Committee for Information Policy. While in office as the Federation Council member, he made a considerable contribution into the chamber's legislative activities using his vast experience of state, political and public service. He participated in working out and adoption of a number of laws including those regulating budgetary relations.  

As a representative of the Penza region Legislative Assembly, Mr. Vavilov advocated the region's interests with the country's supreme governmental agencies, proactively solved the region's socio-economic issues and has rendered practical aid for working out important bills for the region.

Mr. Vavilov supervised a number of undertakings to prevent juvenile delinquency, promote health life and sports and tackle demographical issues in the Penza region.

The senator has rendered practical help for conservation of the historical architectural heritage of the town of Penza. He financed the reconstruction of the Penza province Nobility Assembly building erected centuries ago.

Andrey Vavilov supports the Rechenka folk band in the name of A. Tarkhov, one of the leading folklore ensembles in the Penza region, the winner of numerous national and international festivals and contests that celebrated its 30th anniversary in March 2008. He also took part in the publishing of `A Swiftly Flowing River` - a wonderful collection of folk songs.

Owing to Mr. Vavilov's financial support, the Penza regional branch of the Union of Writers of Russia has purchased technical facilities, built telephone connection and is launching the ‘Literary Penza' website (penzalit.ru).

Andrey Vavilov has maintained close contacts with the Penza region Health and Social Development Ministry and made donations to families with handicapped children who needed expensive surgeries and further rehabilitation.

Andrey Vavilov is highly esteemed by the region's leaders and population, and rightfully so.

His great contribution in the development of the Penza region and outstanding professionalism received high appraisal of the Chairman of the Federation Council, Sergey Mironov.

17 March, at the 267^th sitting of the Federation Council, Andrey Vavilov was awarded a Diploma of the Federation Council of the Federal Assembly of the Russian Federation for the long-standing work, great contribution in the development of parlaimentarism in the Russian Federation and improvement of the federal legislation.
